Mr Felipe Sivit Gañán was appointed as President of the Autonomous Body of the Tobacco Market Commission by the Minister of the Treasury, Mr
Pedro Solbes Mira, by means of order EHA/1757/2004 of 28 May 2004 (BOE 142 of 12/06/2004).
Felipe Sivit is an Inspector of the Taxation Agency and is the former head of the Economy-Finance Department of the Taxation Agency.
Prior to that he was a Manager of the Budget Office in the Ministry of the Treasury and a customs and excise inspector.

In accordance with R.D. 2668/1998 of 11 December (BOE 23 December), which approved the Statute of the Commission, the President is responsible for:
- The legal representation and general management of the Body.
- The resolution of all cases and proceedings, including those of a sanctioning nature, which fall under the remit of the Body, with the exception of those which fall under the responsibility of the Secretary of State for Finance.
- Undertaking the management of personnel and of the activities and services of the Body.
- Compiling a list of proposed job positions.
- Preparing preliminary drafts of the Body's budgets and action plans, which shall be forwarded on to the Ministry of the Treasury via the Secretary of State for Finance.
- Employing non-civil service personnel, whilst complying with all applicable regulations.
- Issuing instructions and circulars on matters that fall within the remit of the Body.
- Acting as a contracting party, pursuant to the provisions of article 17 of the present statute.
- Approving expenditure and ordering payments.
- Ordering the management, administration, settlement and notification of the fees referred to in the appendix to the Law Governing the Tobacco Market and Taxation Regulations.
- Resolving conflicts between operators who submit their case to the Body for arbitration.
- Presiding over the Advisory Committee of the Autonomous Body and its Commissions.
- Generally undertaking all duties or competencies that are specified in the Law, the Statute, or the regulations thereof, and are not assigned to any other specific organ. The powers of the President may be delegated in accordance with the provisions of legislation governing the matter.
