This page contains information and documents regarding the administrative processes and formalities that outlet licence holders can complete at the Commission. The majority of the formalities and procedures can be completed over the internet via the Commission's Online Processing System. Users can also see details of the Network of Tobacco and Stamp Outlets listed by Autonomous Community.

The Tobacco Market Regulations (General Regulations) section contains a list of regulations that relate to formalities and administrative procedures, particularly Law 13/1998, of 4 May, Governing the Tobacco Market and Taxation Regulations, and Royal Decree 1199/1999, of 9 July, which develops the detail of Law 13/1998 and governs the licensing statute of the network of tobacco and stamp outlets.

Authorisation for Change of Premises
Transfer to another premises located within the same area as the original destination.

Authorisation for Temporary Closure
Temporary closure of an outlet on duly justified grounds for a period equal to or greater than 5 working days and less than 2 years. Closures for periods of less than 5 working days do not require prior authorisation, but must be reported to the Commission with at least 2 days notice.

Transfer of Outlets - Inter vivos
Transfer of ownership of an outlet to a spouse, ascendants, descendants or collateral relatives up to the third degree.

Transfer of Outlets - Mortis Causa
Transfer of an outlet in the event of the death of the owner.

Authorisation for Building Work
Building work representing an essential modification to the facilities, the surface area of the outlet or its arrangement, or building work that requires activities to be suspended for a period of more than 15 days.

Acquisition of tobacco products in quantities exceeding the limits stipulated in current regulations.
