On 31 January 2007, Ministerial Order 104/2007, of 25 January, approving the new declaration-settlement form 598 came into force.
As of the entry into force of Royal Decree 1/2007, applications for permits no longer imply provisional authorisation for sales subject to surcharge, and as such, applicants must wait to receive the definitive permit before selling tobacco products. Given this situation, in order to speed up the process and avoid the need for corrections that may delay the issue of permits, applicants must complete all details requested in the corresponding fields. Applicants must also include the number of the activity licence issued by their local council and a description of the object of said licence.
Furthermore, as of the entry into force of said Order and as a consequence of Royal Decree 1/2007, the outlet's copy of the application no longer needs to be submitted.
With regard to heading III, relating to the identification of vending machines, only when applications are being made for the first time must the sections relating to the code, brand, model and serial number of the vending machine be completed with the details provided on the surface of the machine itself by the manufacturer. Renewal applications for machines that have already been registered, only require the registration number of the vending machine to be quoted, as assigned by the Tobacco Market Commission on the original permit.
It is essential for users to remember that neither physical or computerised copies of forms can be used for applications, since each document submitted must have a unique application number.
