The Tobacco Market Commission is an autonomous body of the General State Administration, under the auspices of the Ministry of the Treasury and its department of the Sub-secretary, which has "regulatory and monitoring responsibilities for safeguarding the application of criteria of neutrality and ensuring effective conditions of free competition on the tobacco market throughout the national territory" (Art. 5.3 of Law 13/1998, of 4 May, Governing the Tobacco Market and Taxation Regulations).
